AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the showing of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, meaning the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
