English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent survey of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and land to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and utilising financial reserves to weather growing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in Kent announced its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all generate rent for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise council taxes next April to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “There are demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found council budgets being stretched by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (IMD) for English councils, several participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest deprivation indices,” said the study.

“Although only one key city is among the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the most deprived fifth of England. The figures highlights the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study found.
